Wong Ming inclusive downwards are actually only one place less than they appear in the list, until Mr. Wong Kwoku's appointment is confirmed or otherwise (C.S.O.2875 of 1899.)
Mr. Luk King Fo's resignation affords room for the appointment of one new articled Pupil Teaching by the existing scheme, and four by the proposed scheme; but I shall not be in a position to submit names for these appointments for another two or three months, as it is necessary to observe the manner in which candidates discharge the duties required of them.
I beg to recommend that Mr. Tsang be appointed Third Chinese Assistant at his present salary rising to maximum $720, and that Mr. Ho Wan Shang be appointed Tenth Chinese Assistant at $300 rising to $360; and all the other appointments in preceding Table be approved subject to the confirmation of Mr. Wong Kwoku, until which time they will be purely temporary.
C. It will be observed that I practically recommend cancelling C.S.O.No.2686 of 1897 as regards the Chinese Staff. The reduction of salaries was then proposed in view of the small collection of Fees in 1896, viz $9948. With $27,000 Fees for 1899 this argument no longer holds. There is however room for reduction of salaries in English staff when a Senior at $2450 is transferred and a Junior at $1800 appointed.
